Content Standards and Framework

There are five overarching standards for elementary and middle school students, and three overarching standards for high school.  Every overarching standard has specific outcomes for each grade level and course.  Differences between each grade level are intentional and are designed to address students' developmental needs.  Instruction and assessment should be based on the grade level outcomes.

Elementary and Middle School Overarching Standards:

Overarching Standard 1:  Students demonstrate the motor skills and movement patterns needed to perform a variety of physical activities.

Overarching Standard 2:  Students demonstrate knowledge of movement concepts, principles, and strategies that apply to the learning and performance of physical activities.

Overarching Standard 3:  Students assess and maintain a level of physical fitness to improve health and performance.

Overarching Standard 4:  Students demonstrate knowledge of physical fitness concepts, principles, and strategies to improve health and performance.

Overarching Standard 5:  Students demonstrate and utilize knowledge of psychological and sociological concepts, principles, and strategies that apply to the learning and performance of physical activity.

High School Overarching Standards:

Overarching Standard 1:  Students demonstrate knowledge of and competency in motor skills, movement patterns, and strategies needed to perform a variety of physical activities.

Overarching Standard 2:  Students demonstrate a level of physical fitness for health and performance while demonstrating knowledge of fitness concepts, principles and strategies.

Overarching Standard 3:  Students demonstrate knowledge of psychological and sociological concepts, principles, and strategies that apply to the learning and performance of physical activity.

Teachers are encouraged to become as familiar as possible with the physical education standards for each that they teach.  Grade level standards are available on the Fit 2 Learn, Fit 4 Life website under the "Instruction" tab.  A link to a PDF of the Physical Education Model Content Standards for California Public Schools is available below.

The Physical Education Framework for California Public Schools is a powerful blueprint for standards-based physical education.  The Framework includes:

  • "At a Glance" descriptions of the developmental considerations for each overarching standard at every grade level.
  • "Learning Snapshots" that illustrate examples of standards-based instruction for each grade level
  • Grade Level Standards/Student Learning Outcomes for each Overarching Standard
  • Assessment Practices
  • Instructional Strategies
  • Universal Access
  • Administrative Support
  • Instructional Resources
  • California Education Code (related to physical education)
  • Concepts and Principles of Biomechanics
  • Concepts and Principles of Motor Learning
  • Glossary of Academic Terms
  • Much, much more!
